What makes propaganda? Is an anti-smoking campaign propaganda? China's public campaigns have changed drastically since the classic blatant communist propaganda campaigns of the mid-20th century. Often the signs you see are little more than public service announcements. However, there are still a few signs around that strike me personally as propagandistic, so I've collected a few here. Decide for yourself if they're propaganda or not.
